the old version of photoshop had a filters folder in it's menus. if you couldn't figure out where it was you could always use a search tool like google to search for photoshop filters. i've started a tutorial to help people who have this problem. you can learn more about the problem here: adobe photoshop does not recognize the adobe photoshop filters folder. if you have a new version of photoshop or one you've upgraded to from cs6 it will not have this folder in it's menus. you can still install adobe photoshop filters into the filters folder. this is a very simple process. it doesn't take any programming skills to install this plug-in into photoshop. it just takes a little time.
